Housing relocation and stabilization services and/or short-and/or medium-term rental assistance as necessary to help homeless individuals or families (living in shelters or in places not meant for human habitation) move as quickly as possible into permanent housing and achieve stability.

Tenant Based Rental Assistance
HOME funds can be used to provide direct assistance to low-income households who need help paying their rent. HOME funded Tenant-Based Rental Assistance (TBRA) is a rental subsidy that helps make up the difference between what a renter can afford to pay and the actual rent for a home. 
HOME TBRA to help pay rent, security deposits, and utility costs/deposits*.
*Utility deposit assistance must be provided in conjunction with a TBRA security deposit or monthly assistance program. In addition, utility deposit assistance may be used only for utilities permitted under the Section 8 utility allowance. This includes electric, gas, water and trash, but does not include telephone and cable television.

 Helping Hands 


  • Helping Hands is considered  a Permanent housing program for chronically homeless individuals and families with disabilities. (Disability/Medical diagnoses must be supported by documentation certified physician or therapist)

  • Must be homeless for 12 months consecutive or 4 episodes + in the past 3 years; defined as HUD definition  of “living in a place not meant for human habitation”. (Homeless verification required by third party)

Housing Opportunities for Persons with AIDS (HOPWA)

Assistance for individuals who are HIV/AIDS positive. Services include:

Housing Opportunities Meals Empowerment-Resource Center

  • H.O.M.E. Resource Center provides a warm bed for 50 homeless individuals (28 men and 22 women)

  • Guests will also be provided with meals, shower facilities, and supportive services which will aid them in becoming self sufficient.

  • Coming soon - Transitional Housing 8-10 units
